Under the laws in your state, you may be able to press charges against your mother. However, we suggest you calmly discuss what happened with her and try to work this out without any legal or court involvement. Although your phone is very important to you, it is a minor object when compared to the potential damage that could result from taking formal action against your mother. The phone is a temporary device whereas your mother is a permanent figure in your life. Good luck.
