My boyfriend and his ex never had a formal court ordered custody arrangement regarding their 2 daughters. In July 2015 she moved them to Mexico without his consent or knowledge. Since that time, he’s gone to court and was awarded sole custody of the children. We’ve been directed to the Orange County district attorney for help and asked to fill out the Hague Application. My questions is, if he was awarded sole custody of the kids, whats stopping him from going to Mexico and bringing them back home. She has no legal rights at this point. Why would we even need to fill out this application?
