i have a star bucks which is too close to houses they are dropping off goods from 10pm to 4 am in los angeles we have laws that says no i took them to small claims a few years ago the judge was told they have a permit which i could block i have not fround a permit i wish to file a hassment suilt for 50,000 to get this to stop can i get a fee waver and who do i contact to file papers i want my walking time back at 3 am i am filming and keeping track of days and hours i am getting up at 12 am this nosie must stop i have dvds made i need help thank you jay
