It’s possible that the Youth Guidance Council is a diversion program diverting her case away from the court system. If she was given a date and time to appear before the council or committee, then make sure she gets there on time and you will find out more about the consequences she is facing. If she was not given any date to appear, then she may have gotten lucky this time. Also, the store can choose to send a civil demand letter requesting payment of a civil fine.
