My wife got a traffic ticket for 1220A for throwing a cigarette out the car window. My understanding of this law is the city must have a population of 1 million(which it doesn’t), and the “substance” must equal or be more than 2 cubic yards(also not applicable). My question is if this case is dismissed on these grounds, can the judge impose a different fine if she admits to throwing the cigarette out of the car window ?
